Because if they were to go for the required badges that goes with the higher ranks, they would drop down the line real fast as their method is the easiest way to gain points and there for they remain in their position and don't bother to move.

thats why the skill players are generals, and have almost all or all the medals/badges/ribbons and stil have top 10 or 20 or even 50
In short:
They play Karkand almost exclusively
Karkand has no Choppers/Jets
Therefore they do not have much time in choppers/jets
Therefore they do not have sufficient time in choppers/jets to get the vehicle badges required for general ranks
Therefore they are not generals
