One of my old bud's bf2 isn't working anymore, can you help him out guys?

Tried to help him myself, he has uninstaled, reinstalled patches/bf2 but still no joy.
Here is the problem

He tells me his anti-virus and firewall is off, no spyware and he is an admin and still it fails to work.
