i have it to monitor my gfx card (temp/speed/fan/...). to overclock i prefer ATi Tool (best there is for Ati) or coolbits (at least in the good old geforce fx 5200 days). to see the standard clock speeds it is probabely to check the manufacturers website (or ati/nvidia providing the cards isnt factory overclocked)
once upon a midnight dreary, while i pron surfed, weak and weary, over many a strange and spurious site of ' hot xxx galore'.
