I won't address your points on leadership nor on the other presidents you've named. The topic here is Bush and his intelligence.
Since we have no insider knowledge of Bush, we must judge his intelligence through that which is available on the public record. At present, this would at least include:
- his competence in performing duties required as per the terms of his employment
- his demonstrated skill for communication
- his demonstrated vocabulary
- his college transcript
- his standardized test scores
Perhaps you could suggest additional areas to consider as well?
