the former is sometimes justified, even. "doers" have a long tradition of correcting expensive muck-ups caused by engineers who skimmed the blueprint, don't know the machinery, and ignore the advice of people who have decades of experience in any given industry, maybe even cumulative centuries between members of a large team who may tend to hold troublesome engineers at the same arm's length they would a career bureaucrat.
if engineers can't even be trusted to lay pipe, i don't see why people should trust them to oversee projects totally disconnected from their fields of expertise.
