it's an unreasonable restriction. family emergency? better wait until after math.
sounds good on paper. "non-distracted students pay attention in class!" until we remember kids weren't paying attention in class even before the advent of smartphones and handhelds. teachers shouldn't have to be social police for the politicians.
let teachers teach. teach people how to learn, how to study, and why before showering them with a bunch of crap that takes over their day until like 10pm.
