Literal meaning of 'powerful'. The helicopter does not pack more firepower than the artillery, and the normal weapons at a helicopter's disposal are outmatched by the tanks' primary firepower and the APC's secondary missile. Bearing in mind that the TV missile is only utilised by exceptional pilots or additional gunners- in which case you're talking about a 'weapon' with TWO operators, - which thus classifies it apart from other 'weapons' (as you put it yourself) in Battlefield 2.
Also, your point about accuracy with weapons is slightly confusing and misleading. Any gun in a computer game is 'accurate'- recoil is not realistic, nor is other outside elements such as jamming, overheating or fatigue. Therefore, accuracy is more of a 'point the reticule at the pixels' more than a weapon characteristic. Although EA have programmed weapon deviation and bullet 'spray'- I still feel that accuracy lies mainly in the skill of the user, and not the weapon.
And, as everyone else has said- skill is determined by player. Power and effectivity is in the hands of that player.
