how can i slow down the fan when not in a game?
coolbits? believe it or not, I think you can use ATI tool (wouldnt recommend it though)
Speed Fan, or an Nvidia Monitor of some kinda may let you also try a Fan Controller.

it's suppose to auto slow down when not playing games i believe, i think the drivers may have a hitch in them. A rivatuner guide showed how but that was with an older driver... doesnt seem to work with this one it just spins and spins
