Do you only get "Commander points" so to speak if you win the round?

eg if I Commanded in a game and lost, but got a score of say 50, do those points go towards my requirements?
Or do I have to win?

No you keep your points, you just have them doubled if you win
That would be a VERY high risk/reward position on a team if you lost your points.

...why wouldn't you get command points if you lost?  Were you not still the commander?

That's like saying "If I'm piloting a helicopter, and I rack up a bunch of driver points, but then I die, do I lose those driver points?"

I am asking cos I havent seen my Commander points change for a few weeks now, and I have taken Command a few times
