Strange Lights @ TV station

Does anyone know where these lights are coming from ?
Or seen them before?
They stayed in the same position no matter where I moved to,
like they were underground.

Ive had a similar thing happen...

sometimes in the center of my screen a flash would keep going off, light a strobe light.
After awhile it would go away.

I know the others are giving u a hard time about it, but since ive seen something similar I believe you.

Hope you get a realistic answer from someone who knows what they are talking about.

that photoshop thingy was a joke. i've had this one too.

It most probably is the game engine letting effects through hard surfaces, well easily said, its a bug
