I'm trying to find a good equilibrium of prettyness and performance. Style and substance. Do these two settings have a major impact if I put them on High? Will I have more advantage in places like the Karkand alleys with them on Low instead of High (Off looks retarded)?

Yeah, the more video eye candy you turn on, the more snipers and such can hide. Ive got things maxed out cause they look better, but trying it on low seetings, you can see alot better. Id say a good medium is well "medium" settings (not trying to be a sarcastic dick btw).
I just have to figure out if I want to turn off dynamic L+S. It looks like total shit but it gives a nice advantage.

i snipe a lot, so i always play without dynamic shadows, makes it much easier for me to see people, and much harder for them to hide

It's not dynamic shadows that turn off those huge shadows on buildings and terrain and stuff, its Lighting. Dynamic shadows is only for shadows of vehicles/soldiers. You used to be able to turn off Lighting but still have Dynamic shadows, which meant no huge building/alley shadows but still soldier/vehicle shadows - that was changed in 1.3 and you have to have Lighting on medium to be allowed to have dynamic shadows on.
And by Lighting i mean Lighting, not Dynamic lighting.
Dynamic lighting isn't really a resource hog except maybe when alot of guns are going off on your screen and maybe if you're in a building. Shadows only work with Lighting on medium and that's quite a resource hog, plus it makes it harder to see things.
