I then found a second thread on this (http://forums.bf2s.com/viewtopic.php?id=50324) which also garnered no answers whatsoever.
Well, I finally was awarded this badge. BFHQ says the requirements are 10 global consoles destroyed and one Titan core destroyed IAR.
Well, those aren't the correct requirements. I was just awarded this badge after destroying two Titan consoles. I was then awarded the badge well before the core was destroyed. If you look at the second thread I linked, you'll see he was also awarded the badge after destroying a console, although he says he only destroyed one console, not two, like I did.
So yeah. 500 points for me, although it was well after I should've gotten it.
If anyone else is having trouble with this badge, this is probably why. Although I can imagine this won't be the last thread written about it.
