Unless he is going to some village in the Alps, with no eletcricity, he wont have a problem. If he is comming as an exchenge student than even better. Some dorms have internet rooms and every Uni had 100s of computers for students for free ofcourse. Every library has free internet acsess etc. In Vienna more and more coffe shops offer free wireless, and alot of parks and playgrounds have wireless also. There is an Internet Cafee on every corner and the City is instaling new payphones with Touchscreens that offer internet aswell.
I mean city is VERY modern.
There are even TV screens in the subways so you can watch while traveling
ps: Even If you go to a poor country like Bosnia you will find plenty of Internet Cafees etc.
