Just curious.  I have no clue as to what it is except that it has to do with the refresh rate.

If I'm not mistaking Hertz means how many times your screen goes on and off in a second. Or is being refreshed every second. So 60 hertz means that it goes on and off 60 times per second, 75 hertz means that it will go on and off 75 times per second, but due to the speed on which it goes on and off you will not notice that it actually goes on and off. But that is basically what hertz is. Or in other words how many times the screen is freshed per second

It's how many times the image on the screen is updated a second.

It affects how much the image you see flickers. A lower refresh rate leads to a flickery image, high refresh the flicker is less noticable.

how much of a dif does it make? 60-75 doesnt make that big a dif in fps.

While were at it, does it do anything to my FPS if I change my settings (ingame) from 60 hertz to 75, or the other way around?

Well, it really depends on whether you are talking about an LCD or CRT.  For a CRT it creates better image quality because it reduces noticeable flicker.  Flicker in a CRT is caused by low refresh rates.  Basically what happens is that the phosphor on the screen only glows for so long after it is struck by the electron gun.  If not scanned again quickly enough, the phosphor begins to fade enough to be detected by the eye, and then when struck gives a noticeable dimming then brightening effect; it appears somewhat like a strobe light effect.  This is what causes eye strain and headaches.  However, if the refresh rate is high enough, the gun scans the screen often enough that this isn't seen.

With an LCD the refresh rate is really more for timing than anything else.  Many LCD displays can support refresh rates above the rated 60Hz (usually up to 75Hz), but the only real benefit to this is that you have a higher FPS cap when you have VSync enabled.

Not distinctly. But the differences are noticable. Higher refresh rates are easier on the eyes.
