ok so i have a 3.2 ghz Pentium 4. it was doing fine untill i had some tech work on my computer, because it wouldnt turn on, they replaced my CPU, motherboard and power supply, (it was all covered by warranty) but now after they worked on it the CPU only registers as a 2.8 ghz in all the speed tests i have done even thoug it should be at 3.2

the BIOS says that my multiplyers are only at 14, when they should be a 16 to get 3.2 ghz. So how do i fix this problem...???

You can't.  They put the wrong CPU in your system.  The P4 chips are multiplier locked, and you can't get 3.2GHz with a 14 multiplier.  That means they gave you the wrong CPU.
