America has so much quantity that they have too much shit mixed in with the good to make them high-rankers, as does Europe to some extent, but their main problem is making films so boring that they're no fun - they have quality though.
New Zealand is an up-and-comer, but has fuckin' nuked the movie scene a few times, mostly thanks to Peter Jackson. The Return of the King is equal record holder for most Academy Awards with Ben Hur and Titanic, and all this coming from a country with just over four million people. I have yet to see a shitty NZ full length movie, (we produce our fair share of shit shorts though,) and have had major players in major Hollywood films like Star Wars, (Lucas thinks Maoris are very alien-like,) and Kiwis directed the last two Bond films.
Still, the best movies are the ones which are made here, sometimes with big American budgets, but sometimes the better ones are done purely NZ style - fuck-all money but a lot of ingenuity. I suggest if you can, to watch "Out of the Blue" which was made on a shoestring budget but is one of the most powerful films I have ever seen. Also see "Braindead" by Peter Jackson in his early years. Still holds the record for the most goriest scene ever in a movie, and has some fucking funny and classic quotes, such as the cult-classic "I kick arse for the lord!"
