I think its like red-eye in a picture except on a larger scale. you know.. like people get red eye in picture maybe thats what that is.

And the reason why you zoom out and the color changes is because that zoom is an older picture of the area. It's not liek they can take a panoramic picture and then you can zoom in on it. They take pictures at different magnifications.
And if you look around a little, it's all over the place, and in different colors.

Its censorship, Google was probably asked to censor these parts, The IBM factory is censored with Red aswell because IBM asked not to be shown on Google Earth.

Think maybe it's just a huge eyeball & the flash from the google earth camera gave it redeye & that's why their hiding it?
