They are both really good why don't you download the 2142 demo to get a feel for it?
If you don't like it, get Sf.

SF, Plus depending on your rank you will get free unlocks which is nice.

Depends on what you are looking for. Special Forces is more maps for BF2 basically. SF has some unforgettable maps though. I own it, and wish there was more lower ping servers hosting it, id play it more.

2142 is pretty good too.  If you are looking for futuristic gameplay added on to BF2, thats what you'll get.  I don't like 2142, bought it played it, within only a few hours returned to BF2. 20$ for SF or 40$ for 2142. I'd go with the cheaper, but more fun SF.

Special Forces is so awesome, definately buy that instead of BF2142. I've never played 2142 but just by looking at it, I can already say it seems kind of dumb. I also heard the ranking system was an absolute joke with the fact that you can achieve the highest rank in a few days. Special Forces has so much more though.

More Weapons - You get the G36 series of guns as the stock guns, you also get to use the F2000 which is awesome, along with the Scar guns and the MP7. You also get more unlocks for regular BF2

More Maps - Some of these maps are so much better than BF2 maps, Mass Destruction, Ghost Town, Iron Gator, all much better than any other BF2 map, and Warlord is definately a much improved Karkand.

Special Items - Grappling hooks, zip lines, and gas. Adds a whole new dimension to strategy in the game.

Night Maps - This adds a whole different atmosphere to the game in general. You have to use the night as a shadow and take advantage.

New Quicker Vehicles - Tired of the slow boats? You get jetskis! Want faster land vehicles? Well ATVs will make you a happy man.

There's just so much to SF, it's definately so much better than the normal version or any other expansion pack. I love it and if my brother had it, I would probably never play the original again.

I cast my vote for BF 2142.

SF does add new game play elements, such as the zip line and the grappling hook, but you never use these in battle, as someone will always pick you off as you zip/scale. The Wow factor is there though. For the most part the vehicles rule in SF, you get 1 APC and park it someplace, you can rack up a lot of kills.
The heli-pad is a TK fragfest, but its fun to fly if you get it, although there really isn't much of a difference, a heli is a heli.

2142 on the other hand, has 4 classes, but they branch in 2 directions, so assault + medic = 1 class now.
The squadplay mechanics is greatly improved, where you get pts and medals, and pins based on you and your squad's performance. 
There are also Spawn Beacons, which makes it a lot easier to return to battle.
The maps are somewhat balanced, there are a lot more Karkand like maps, where one attacks and 1 defends.
there are vehicles everywhere and spawn often so there are no more TK lines waiting for a jet-copter.
The unlocked weapons aren't always better than their regular counterpart, each has a particular use, EX, the support class LMG is better in long range fights as the ROF is higher than their HMG unlock counterpart.

Special Forces!!!  Warlord is practically another Karkand.
