Surgeon Naum Ciomu had been operating on patient Nelu Radonescu, 36, to correct a testicular malformation when he suddenly lost his temper. Grabbing a scalpel, he sliced off the penis in front of shocked nursing staff, and then placed it on the operating table where he chopped it into small pieces before storming out of the operating theatre.

why do you think a doctor would suddenly cut off a patient's penis and chop it up? considering that he must have spent many years studying and working hard to become a doctor (surgeon?) he must have had something seriously bothering him to lose his temper at a random moment like that. He should probably be sent to a psychiatric institute to deal with his problems properly. Not saying he should go unpunished for what he did, though.
