I'm not sure what the second part of your query reads, but for the first part, click on the "Collections" button in Windows Movie Maker, then open up the window which has the music file you want, and finally just drag and drop it into the Movie Maker collections window.

Once that's done, switch the bottom storyboard thing to "timeline view". Then drag the piece of music onto the music/sound row and voila.
