I have a best kill streak over 10, and it says 2/10 on the progress bar. What's wrong?

Nope.
You need to have the best killstreak during an round of all the players there including both teams 10 times. Not a regular streak of 10.
For instance if you have a streak of 15 one round but another guy has 16 you won´t get a killstreak that counts towards the ribons/medals you need have the highest.
