Edited for new problems.
After having it working great for a while, the exact same problem started occuring again. Now I took out my dvd drive so it is the hard drive by itself on an IDE cable with the jumper set to Master with Slave off. Still, it gets all choppy and the speed won't go above 2 m/s. What could the problem possibly be?

My computer currently has Windows on my C drive (SATA) and I ran out of space so I bought a new 320gb drive (IDE). Now, whenever I write to my new drive, my entire computer becomes extremely choppy and I can't even use it. I have absolutely no Idea what might be causing this.

Some things to note - The connector I used for my hard drive is the same one that my DVD drive is plugged in to (it branches off at the end into 2 IDE things)
Also, my drive did not come with and jumpers to set master or slave, so the slot is just empty right now.

You replaced your drive with this new 320 or u added the 320 as a backup to your smaller drive?
And you should have an IDE cable that connects from the motherboard to your hd... nothing to do with your dvd cable

Get a program called HD Tach to test the read/write speeds and go from there.

It comes from the motherboard then splits off into 2 I think

Seagate makes a reliable HD but you may have gotten a faulty one. There is very little that can go wrong when installing them. If you want try using a different IDE cable it could be the cable or the it's connections.. I tend to think you may have gotten bum drive though. Also, I just noticed you are having OS problems as well. I wouldn't jump the gun on returning the new drive until you get that worked out first.

I have been wanting to reformat and reinstall Windows, so i asked in my other thread if it was possible because I don't have the installation CDs anymore. If I can do that without the CDs then I probably will

It's seems unlikely. But give it a try.

Also using a seperate IDE cable to the one you have your DVD drive connected with would be an idea.

I have to agree with Kmarion, your drive is probably faulty. Hard drive issues, such as wrong jumper settings, dodgy cables etc. tend to lead to the hard drive not working at all, the fact that yours works really slowly is most likely an issue with the drive itself.

What brand of drive is it? The jumper setting may be different than the one I showed.

OK, my bad.

You'll still want to set the HD as Master. Without the jumper it's set as Slave.

To allow for two drives on the same cable, IDE uses a special configuration called master and slave. This configuration allows one drive's controller to tell the other drive when it can transfer data to or from the computer. What happens is the slave drive makes a request to the master drive, which checks to see if it is currently communicating with the computer. If the master drive is idle, it tells the slave drive to go ahead. If the master drive is communicating with the computer, it tells the slave drive to wait and then informs it when it can go ahead.
At least give it a try.

Problem solved! I trusted my friend when he told me that there were no jumpers in the hard drive, turns out there was one on the slave setting. Changed it to master and the speed is 160x faster. Thanks everyone who helped.

(Now I just need to fix my other problem with I made a thread about...)

Is the IDE cable an 80 wire or 40 wire, because if it is 40 wire then that's your problem. The IDE cable that connects to a DVD drive is 40 wire and if you put a hard drive on that, it'll slow it down tremendously. You should be using the IDE cable that came with the hard drive.

Under Device Manager / IDE Controllers, check that Primary and Secondary aren't running in PIO mode.

Whenever I see a computer with slow drive data rates, its usually PIO mode. There's also a fix on Microsoft's site so it stops reverting to PIO so frequently.
