Ok, what gives. I'm getting tired of this.
I have arranged my icons nice and neatly. All my icons in one line, and my gaming icons jammed down in a corner.

Perfect!

Everytime I press witch user, then log back on after my parents have been on, they seem to move where-ever they want to. Most of my gaming ones move beside my straight line of icons, but the other half of them stay.

Is there any fix for this? I have Windows XP Media Center.

Try using the free registry checker in ccleaner (ccleaner.com)

Make sure the "Auto Arrange" is unchecked.  That's all I can guess...

Yeah they run around a bit, though I never seem to have a problem

The best I can suggest is instead of shortcuts on the desktop (which need to gather their target and icons on startup), is use menus on the Taskbar, like a second Start Menu.

To do this,
- Make a folder in My Documents (or elsewhere) for game shortcuts, such as 'Games'.
- Then right-click the Taskbar and go Toolbars > New Toolbar... and go to your folder.
- Jam it next to the clock.
- Done deal.

One Games menu to-go. Icons and targets are only loaded once you access the menu.

I had this happen before on my old PC. I think I fixed it by right clicking the desktop and clicking on Refresh. I think that saves the location of the icons. I know you shouldn't have to but it's worth a try.
