Bill was arguing because the city that illegal immigrant was living in was protecting the illegal immigrant. They knew he was there illegally and yet they kept him there, thus breaking the laws of the United States. Bill was saying that if that city had not done that then those two girl would still be alive... How would you feel if it was you that was killed? Would you be happy that the city you lived in kept that illegal immigrant there that ended up killing you?

I like how in Chesapeake he was convicted of driving under the influence and the charges of driving without a license and without insurance were dropped even after he was found to have a fraudulent license. That should have been time in jail and a background check IMO.
