Deviation I think is where the bullet strays from where you're aiming, not sure if it's to do with the cone spread firing or not, but it's to do with where you aim and where the bullet lands. Someone should be able to elaborate.

What Jameseyy said. The same question came up in another topic and I was going to mill through yet another topic (different forum also) for the answer. If I have time tonight I will look if it is explained in more detail and post it here.

You have two considerations you must take when shooting a gun, actually more than two but i think this is what you are looking for !

*Bullet drop - what happends to the bullet from when it leaves the gun and before it hits the target !
*Deviation - what happends when you shoot more than one shot at a time, the recoil will press your barrel higher thus the second bullet will deviate from the original projectory !

This was the simplified explanation !

The BF2S wiki knows all.

BF2S Wiki wrote:

Base Deviation: This is the base amount that each shot will deviate from the aim point per shot, the higher this number, the lower the initial accuracy per shot. Range to the target is a factor in this modifier, the closer the target, the smaller the deviation cone will be. (This is referred to as minDev in the game files so it is usually referred to by people as “minimum deviation” but that is not an accurate description of what the value represents.)
