True, but legally spoken, this commonwealth is a state of the USA, as, for example the Freistaat Bayern (Free State Bavaria) is a Bundesland (state) of the Federal Republic of Germany. Being a Commonwealth does not conflict with being a state of the US. It does not matter how the state defines itself, it just matters if it is a State for the Union.
