Attacks on civilians or otherwise peaceful targets meant to strike fear into civilians and, as HunterJumper said, get publicity for it. They want to make their cause and desires known by, well, terrorizing others.

Actually the title says to descriPe terrorists. If you meant describe, then I would go with desperately minded people that happen to not have a Navy or Air-Force, although the Tamil Tigers have recently challenged this notion by strapping crude bombs onto little planes and brazenly attacked government military bases with them.
