looks like no fog, but that yellow bar could be one of those traffic blocker things (i THINK there is one in that spot)

I may be going off on a limb here but I would say he has some sort of skins and the road block is glowing. I think sometimes static models can glow with skins.

definately no fog. lawl he could see miles and miles away. about the yellow bar, never seen before but there is no way that it's a graphical bug.
