Probably how both sides knew they'd be fucked if they actually ever fulfilled their promise. I'm no Cold War scholar but it seems like an argument between two turtling GDI players who know that if one launches an attack, they're both *so* screwed.

Aye something like that, at least the Russians would have been slightly more honorable in a fight, instead of simply running away every time.
