If you really think 7 year olds are capable of planning and executing terrorist attacks, you need a reality check. Yes, children can carry weapons and use them. No, it's not their idea. You can throw all the kids in prison that you want, and the people actually responsible for their actions will find more kids to use.
That means nothing. If the football is an IED, do you really believe that the 5 year old is the one responsible for constructing an explosive device, camouflaging it as a football, placing it in the road and waiting for a patrol to come by?
