My service provider is offering 1.5 Mbps for 26.99 a month (USD) or 7 Mbps for 36.99. Which of these is the better deal, and how much difference will I perceive between the two speeds?

It seems like getting over 4x the speed for less than 2x the cost would be a pretty good deal, but I'm no expert.

I get 8mbps for £5 = $10.

Yeah, second one is best. Download speeds are awesome.

1.5 is fine, I have 2.0 for $25, next year is $35 and there's nothing wrong with it...most my problems come from my processor speed...1.79ghz...and like, that's 2 dollars more than what my mom's paying next year for 2.0 mgps, so you're lucky...All I have here is either DSL (less than 1mbps) and time warner cable/road runner. Luckily my mom pays for cable..DSL is teh suxzorz
