I have about 28000 points and all the badges required. But I not getting promoted, has anyone tried this before or am I missing

For starters, you're missing the search button.
But more importantly, you cannot get promoted to First Sergeant once you've been promoted to Master Sergeant. You needed all the badges before you hit 20k points.
