Why is my internet so fucking slow

This speedtest is a fail to the max.

Use http://www.speakeasy.net/speedtest/

Edit: This is what I get on speakeasy which is more reasonable. The site someone put up gives me 3mbps while it really is this.

Last Result:
Download Speed: 14642 kbps (1830.3 KB/sec transfer rate)
Upload Speed: 1379 kbps (172.4 KB/sec transfer rate)
