It's very easy...server option to turn off damage to friendly claymores or mines.  They'll explode, but the teammate won't take any damage.  As for friendly fire from guns...I agree, if an enemy is in the area there should be auto forgive.  If there is no enemy anywhere, auto punish.  As for C4, there should be an option for punish or not because sometimes there are tons of enemies in an area and you just need to C4.  If there was an option to turn off damage for friendly C4, it would be abused very easily.
