As it said in the article about the Japanese guy in the rain coat, it's not a new idea, it's just being done with new materials that make it more effective.  Any how, it's not exactly feasible to use right now, it's just a demonstration of what is theoretically possible.

This could work if you have a bunch of tiny lcd's on the outside of something.  Each one showing a small portion of the overall picture.  There would be a camera on the oposite side of the object transmitting the image to the lcd's.  The only problem is that the person you are trying to hide from would have to be in the spot directly opposite the camera.
