I've had that happen before, same with a lot of different other errors. I usually restart steam and it seems to work again. See if that helps.

Sometimes they have these kinds of problems. It might be the problems with Gmod after the new update. Valve said it messed up the multiplayer (of Gmod, it could effect other games as well) completely and they might have to work with steam to fix it. I have no idea if that is what it is or not. I've had problems like this before. You just have to wait.

It just doesn't work with the games that say Downloading 0%. All the other games work. They are downloaded though, and I have played all of them before too.
Ohhhh, this IS a global problem and not them thieving my account? Good.
OK, fixed it.
Close Steam, then go to your steam folder and delete ClientRegistry.blob (or cut it to desktop if you're skeptical) then run Steam again. You will need to enter your username / password again. That's what fixed it for me.
