Wtf? - Download speeds

Okay, downloading Americas Army, Project Reality Core and Project Reality maps.
Started downloading Americas Army, it said 190kb/s. I thought, okay then.
Then I started downloading Project Reality Core, and expected Americas Army to drop, but it stayed at 190, with PR at 130kb.
Then I started downloading Project Reality Maps, and expected again that it would drop. But the other two stayed the same, and the maps were at 130kb/s.

Now, I'm not complaining, but is there an explanation for this?
Why couldn't Americas Army just utalise the bandwidth and download at ~300kb/s?

EDIT: Don't laugh at the slow download speeds..

The server you are downloading from has capped ArmA @ 300kb/s and the other to whatever they download at,,, this will work untill you reach your DL cap...

Uhm, you mean 190/120kBps?

The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

400-450 KB/s is win.

Its stupid though from 11amish - 3pm its 120 kb/s average.
3pm-6pm 450 kb/s Average.
6pm - 11pm 120 kb/s average.
11pm - following morning 500kb/s average.
