How American consistently picked the wrong side in every conflict in the 2nd half of the 20th century, and seems to always do this. Coversely, does every side that get picked to be supported by the US get cursed.

E.g. Supporting South Vietnam against the North, when Uncle Ho had fought with the US against the Japs and approached the US for support (before going to the Russians and Chinese when they didn't respond).

Supporting the Nationalists in the Chinese Civil War.

Supporting the Shah of Iran. Pincochet, etc etc etc.

If I was a government in the 70s and the Us said they would support me, I would run. It was a guarantee to get assassinated, have a coup, end in civil war, etc.

With the relevance of the recent Kosova independence, as one poster suggested, my own instinct would be to write about Woodrow Wilson's Fourteen Points (particularly regarding self-determination) and the effect on Europe during the interwar period and its current impacts. Naturally, such a subject tends to be an aside to American history, so it doesn't exactly fit your requirements, does it? Paris 1919 is one of my favourite works of history, which I have read several times, and conversely many of my papers spawn from similar topics.

Not that I am suggesting something for you to write. From your shortlisted topics, I believe that warfare seems to be of primary interest to you. Of the two you have left, I'd take the Gulf War as the one to write about. It has been such a short period since that war that history has yet to be written definitively, and efforts to make historical observations are still strong. I would suggest something regarding the average Iraqi conscript, or the acts of Sunni and Shia factions during the war and subsequent uprising, but my history-loving mind is getting off-track again, isn't it? American history, not world history, right? Perhaps something relating to trade and relations with the various Arab nations (and Iran and Egypt), particularly oil? Or how the war influenced the Middle East culture with American ideas and products?

I'm sorry if I keep rambling, especially about topics that are outside what you might write about. Like I said, I'm a history major and love this stuff. Good luck!
