the fact tht the 9600 is coming out tomoz doesnt matter what so ever as the 8800 in most cases out performs it ...and the 9800 is for people with a higher budget thn omni ...either way it dont matter.....omni is just going to benefit from the cheaper thn normal 8800's

Get rid of the creative card... tis a waste of money. Use the onboard audio - it's more than adequate.
Ditch the 64bit Vista (it will devour 2GB of memory), he probably has a copy of Window XP on a disc already.
Use that money to upgrade to a 8800 GTX.
And, if possible up the GB to 3GB of dual channel to 2x1GB + 2x512mb, for a total 3GB. This will work with the 768mb GTX's memory (with 1-8800 GTX that would leave after the PCI-E bus ate that 768mb, a max addressable memory map of 3.2GB in 32bit Windows XP).
Ooh, I see you edited 64bit Vista to 4GB, ditch it anyways... XP performance is still better. He can skip the Vista platform and when Windows 7 comes out he can ignore that, potential resource hog, too (unless DX10 is a must have, and/or if DX11 is a must have, if they even bother putting DX11 in Windows 7).
