At a command prompt:

ipconfig /all   The IP for the default gateway should be the IP of router's access point.

Having an IP of 169.x.x.x means limited or no connectivity.  This is usually because you need to cycle the network.  This is done by turning all computers, routers, and modems off and starting to turn them back on from the "In Point" out.  The in point will be the modem, turn it on and wait for 1 minute for it to communicate with your ISP and get ready.  Then turn on the router and wait for a minute for it to communicate with the modem.  Then turn on a single PC and configure it for DHCP so that you can access the admin panel of the router.

You should find the 169.x.x.x IP is gone and you can get in OK.  Setup the router the way you want and then set your PC back to static if you prefer.  Then turn the other PC's back on.

If you find you have problems with connectivity then do those simple steps again without hitting the reset button on your router.
