I didn't read everything above my post but have you tried taking a memory stick out of your PC and then doing the same with the other stick?

even took out both and it recognizes that and starts beeping uncontrollably

turns out the motherboard locked out my keyboard and had to convert it to ps2 but i got it going

i put in the vista cd and the bar with the green keeps moving across the bar and it just keeps doing it....

anyone know if this is normal....
Yes the bar doesn't load up to 100%, like the XP loading screen it just goes back and forth until it loads. It isn't a meter to gauge the amount of loading, but just something pretty to look at.
