He can, the GC is the highest medal a civilian (someone not in an armed force) can get. The VC is apparently it's equal, but in reality it is way more important.

Also I would like to take some credit because that the 40 Commando base is very close to where I live.
We know how to train our soldiers
(i actually remember seeing this on my local news, it was pretty awesome, I didn't click that link so I don't know if it shows "The Bag"... but when they showed it on TV, wow, it was epic)

The conditions for the VC are very specific.

He deserves more than one medal for that ...
The George Cross is no lesser medal than the Victoria Cross, the VC and GC are awarded for precisely the same things, they are both the same level of award, it's simply the circumstances that determines which one you get.TheAussieReaper wrote:
