My feeling is that we should have just taken over Mexico back then.  We had the firepower to do it.  That would truly be a case of "Mexico not being so poor."   United as a massive nation from Guatemala to Canada, we'd have an even larger economy than we do today, and we'd already be accustomed to speaking 2 languages.  We'd probably have a lot more trouble with illegals coming from Central and South America, but everything has its cons.
But the border would be a hell of a lot easier to enforce.
