When you open the page it'll ask you to do something, close that, then you'll see a dark UStream image with words going across it, there's a form under it where you can say stuff.
And everyone sees it.

Hmm, I just see the same image, and it doesn't change. But are you talking about watching the text scroll on the side or watching the actual image?
Edit: nevermind, it kinda works now and then (sometimes updating image, sometimes updating text on side, sometimes both, usually neither :S)

Oh, doubt it's public as in street public, the sign seems to be small and in a dark room.
