I'm planning on buying an Cooler master geminII.

I have a very silent PC, all my cooling equipment has a noiselevel of around 20db and lower. I currently have a termaltake blue orb II as a cpu cooler, it has a noise level of 18dB. But with this cooler I can't OC much more further than 3Ghz because the temperatures will rise above 65C at load (running on 2.8 Ghz). I want this CPU cooler for bigger OC potential while still remaining silent.
Now I need two dead silent 120mm fans with a noise level of 20dB or lower, and they have to have a good air moving capacity.
Also when looking at fans on websites: it says that fans have a air capacity in CFM, what does that mean??
