Move around how? Does the base of it break contact with the processor when it moves? Or does the base rotate?

the base rotates. but i wouldnt say it breaks contact at all. especialy with how much force u have to clip it down with lol

rotating base of maybe 5-10° is normal
once upon a midnight dreary, while i pron surfed, weak and weary, over many a strange and spurious site of ' hot  xxx galore'. Quite possibly the worst way of attaching a cooler to a CPU I've seen, could they put that clip in a more awkward place?

And yeh with a basic clip like that it's going to rotate a bit, it should stop once the paste sets with the CPU heat just be carful not to twist too hard after it's set.
