Even if cluster munitions are banned... it wont really change anything... and people will just develop similar weapons that dont fit into the exact category of cluster bombs etc

Cluster bombs are approved if 90% of the bomb lets explode, leaving 10% left unexploded.
use that kind of bomb near a village or city= guaranteed civilian casualties

I think the point is that regular weapons with a 10-20% failure rate would be thrown in the bin, but in a cluster bomb that's not so much of an issue as there's loads of them. This leaves mass minefields of small, hard to find explosives that kill civillians for years to come. If you could replace a cluster bomb with one huge bomb that blew up an area the same size, that would be much better as the failure rate would likely be designed to be much lower and if it didn't go off it wouldn't be too hard to find and disarm it later, unlike large numbers of small bombs.

Cluster bombs aren't as indiscriminate as Chemical or Biological weapons, cluster weapons could still have a place in modern warfare.  Against a large group of enemies or an enemy compound for example.  Any nation with a degree of morality isn't going to use them if civilian targets are near.
So according to your standards, Israel isn't a nation with any degree of morality since they have used these bombs in Lebanon in the vicinity of civilian targets.

A large bomb is for taking out heavy targets, and is heavy, you can carry less on a plane... A cluster bomb is usually lighter meant for taking out infantry and lightly armored vehicles, a direct hit on the turret or engine compartment of a tank will neutralize it, problem is, we use the J-SOW for things like that.
