I sold an Athlon XP 1600+ with 512MB RAM for 70€, to someone who came from a P2 400.
Boot time with Avira, defragmenter and all drivers the boot time was way under a minute. With a CPU ~half the speed of the one in his.
Computers ala Athlon XP are very usable indeed. They make for good backups, for when you are, for example, upgrading your main computer. A decent AXP with ditto graphics card can run BF2 maxed on a 64-man server. Not to mention running that server.
Computers don't have to be Conroe-class to be usable.
@OP: You can probably get something like a 7600 or 8600 AGP for semi-cheap off of eBay. Cards in that class would make a quite good computer out of that. Do get more RAM, too, 2x1GB should suffice.
