The video even says that the victims are not supposed to get the bills. The state attorney needs to straighten this up with the hospital asap. Texas is NOT charging victims for rape kits. Hospitals with piss poor billing departments are.

Its seems like standard hospital billing practice here in Texas.
The hospitals bills the insurance, or in this case the state, then the hospital generates a second bill for the full amount and sends is off to the patient.
The hospital gets paid once by the insurance/state and if the person/victim receiving the bill sends them money too then they make double.
Its happens all the time. One time I went to the emergency, the hospital kept sending me bills, telling me to pay them first and then submit the bill to the insurance company for reimbursement. I called the insurance company and they told me not to pay it, that if I paid the amount asked for by the hospital that I wouldn't get fully reimbursed because the hospital had an agreement with insurance company on paying a lesser amount for the service. After some back and forth the hospital "graciously" (/sarcasm) told me they would "eat" the extra amount that they wanted to bill me on. They actually tried to make me feel like I was welching on their overbilling scam.
I wonder how much money these hospitals bring on these double billing scams. I wonder how many women paid these crooks.
