CNN reports that rape victims in Texas are being charged for their own rape kits, to the tune of well over $1,000 no less:

So should rape victims be made paid for their rape kits? Bad enough getting raped, then having to report it is embarrassing enough then doing the whole rape kit but then having to pay for it? Bullshit tbh.

BTW this looks like a paperwork issue. I do not beleive the intent is to have victims pay for their own evidence collection. The video even says that the victims are not supposed to get the bills. The state attorney needs to straighten this up with the hospital asap. Texas is NOT charging victims for rape kits. Hospitals with piss poor billing departments are.

Its seems like standard hospital billing practice here in Texas.
The hospitals bills the insurance, or in this case the state, then the hospital generates a second bill for the full amount and sends is off to the patient.

The hospital gets paid once by the insurance/state and if the person/victim receiving the bill sends them money too then they make double.
Its happens all the time. One time I went to the emergency, the hospital kept sending me bills, telling me to pay them first and then submit the bill to the insurance company for reimbursement. I called the insurance company and they told me not to pay it, that if I paid the amount asked for by the hospital that I wouldn't get fully reimbursed because the hospital had an agreement with insurance company on paying a lesser amount for the service. After some back and forth the hospital "graciously" (/sarcasm) told me they would "eat" the extra amount that they wanted to bill me on. They actually tried to make me feel like I was welching on their overbilling scam.

I wonder how much money these hospitals bring on these double billing scams. I wonder how many women paid these crooks.

Corruption or incompetence, take your pick. Standard and written procedure is not to charge the victim though. Once again we have an extrememly misleading topic.

I had a similar billing issue once in the emergency room. I know what it's like. Hopefully the state attorney will get involved and start an investigation. I don't think anyone wants a victim to pay. However, if a woman has a history of claiming rape due to mental instability when nothing has ever happened I don't think the tax payer should pay, that is unless all insurance alternatives have been exhausted.

I can still remember when we got part of my son's NICU bill...there was a charge for $25 for an estrogen pill. We all got a laugh out of that one when we called the billing department. It's possible that they were trying to sneak in a nickel and dime here and there in a 30-40 page bill for $250k, but I think that's the only error we found.

It's not hard to mess up a billing code when they put this stuff in to the computers. But they should correct something like that immediately when it is brought to their attention.

If the hospital's going to charge anyone, they should charge the state DOJ (or their equivalent) for it. But they'd probably (and obviously have) screw that up.
